Why Government Agencies Should Modernize Integrations With a Cloud-Based Solution

Government agencies rely on a growing number of systems to manage inspections, permitting, compliance, and regulatory reporting. Connecting those systems reliably is critical—especially when they support public safety programs such as hazardous materials reporting.

Customer Spotlight: Fresno County

Fresno County, California, is a clear example of how moving an existing integration to a cloud-based platform simplifies operations while supporting critical regulatory reporting.

Fresno County is required by law to report inspections and violations to the California Environmental Protection Agency (CalEPA) through the California Environmental Reporting System (CERS).

In 2021, Vision33 partnered with Fresno County to automate CERS reporting from its Granicus Amanda enterprise permitting and licensing system (now PCL Enterprise) using Vision33’s InterConnect software. Vision33 installed InterConnect on Fresno’s servers and configured it to send data to CERS at a customizable frequency.

InterConnect met CERS’s needs, but being installed on-premises behind the county’s firewall made it difficult for the maintenance team to access. Plus, Vision33 couldn’t monitor the software’s performance or quickly access the system to help if something went wrong.

To solve this problem, Vision33 turned to Saltbox Integration Platform, its born-in-the-cloud integration solution. Vision33 replaced Fresno’s on-premises InterConnect software with a Saltbox-based integration. Fresno’s Saltbox subscription meant this upgrade project was performed at no charge, and Vision33 supported InterConnect until the new implementation was complete.

In January 2026, Fresno went live with the Saltbox-based CERS integration. The new integration is driven by PCL Enterprise instead of the integration platform, giving Fresno employees direct control over how often data is sent to CERS and allowing them to quickly identify issues on their end. With data flowing through Saltbox (but never stored), Vision33 can monitor the integration from any browser and detect and resolve problems quickly.

One of Saltbox’s features is automated retries. When a message doesn’t send correctly, Saltbox will continue trying a customizable number of times. This is ideal for short-term or transient situations, such as CERS connectivity or responsiveness issues.

Saltbox also presents errors visually, showing users exactly where a failure occurred and allowing them to easily examine the messages transmitted through the system at that time.

Fresno’s new integration has run smoothly since going live. With Saltbox’s responsiveness, the county sends data hourly instead of daily, and users can log in to the CERS portal at any time to see exactly what was sent. These spot checks ensure that CalEPA receives accurate reporting.

For Fresno County, the upgrade was less about replacing a working system and more about modernizing the integration to make it easier to manage and support. Choosing a cloud-based integration platform means better monitoring, clearer visibility, and greater flexibility.

As reporting requirements evolve—such as with the upcoming CERS NextGen initiative—this architecture will make it easier for Fresno County to expand the integration, support new reporting data types, and adapt to changes.
