In the northeast United States, nestled between Boston and New York City, the City of Hartford is the capital of Connecticut and one of the oldest cities in the world. It’s Connecticut’s fourth-largest city, with a population of 121,000 and an area of 18 square miles.
Like many government agencies, Hartford struggled with legacy software that didn’t allow employees to share data across departments. The city also needed to integrate its 311 system with code enforcement, eliminate paper-based processes, and improve the citizen experience with online permitting and licensing.
The city chose the Accela Civic Platform to bring the pieces together.

In phase one, the city’s building, planning and zoning, environmental health, relocation, and rental licensing departments went live with Accela.
A year later, health and human services, housing, building, and zoning code enforcements, weights and measures, blight remediation, public works, and bulky waste pickup departments were up and running.
The city’s service request management, special events, and housing divisions completed the Accela enterprise deployment in the third and final phase.
Hartford also integrated Accela with its geographic information system (GIS) software and other applications to eliminate duplicate data entry.
City employees now enjoy an easy-to-use, scalable platform that connects every department and has transformed citizen services.
